The scheme should have opened in February 2009.
"Given the magnitude of the difference between the two parties, it now seems inevitable that these issues will only be resolved through resort to litigation, which will involve significant costs for both sides as a result of the court process and the necessary legal representatives. The likely timeline for resolution of these issues through legal action is in the Council's view likely to extend to 2014/15."

All that money wasted on lawyers because the job was put up for commercial tender and hence got artificially split up between two incompetent organisations rather than being the undisputed fault of just one (ie the council with its own workforce).
