Has there ever been an occasion when "I don't want to be called a racist when I say this" wouldn't be better replaced with either "I accept this is racist" or "I retract this because I realise it sounds racist which isn't wanted I want to say, and I will replace it with a better written version that isn't racist"?

(Or when following it up with Where did all that come from? doesn't sound disingenuous?)

What a lot of unmitigated, offensive drivel. If the writer genuinely wanted to suggest that people in general should be more polite and considerate on the roads (which in the abstract is not a bad idea), he's just set his cause back about thirty years.
