Do we actually know for sure that the Cult of Skaro Daleks voidship fled the timewar in our Doctor's Universe and came back (allowing the Cybermen to cross from a parallel universe), rather than also coming from a parallel universe where the same war had happened?
Though the differences between Sec and previous Dalek creature could equally well be explained by the earlier "experiments". It's a bit disappointing that the plan appears to be essentially the same as the Emperors' in "Bad Wolf" ("I/we are the only surviving Daleks, let's convert humans"), but I suppose the Kaleds looked just like humans to start with, and they've tried transferring "the Dalek factor" before.
