US Army plans to build Thunderbird 2

It's actually "contemplates" not "plans". And it doesn't really have atomic powered jet engines. But some of the images sure look like Thunderbird 2 to me. http://www.gizmag.co.uk/go/4538/
How much aid could one of these have taken into New Orleans? (It's a blimp, so it can hover [EDIT: or maybe it isn't, it does use gas bouyancy but it's heavier than air overall, thrust vectoring allows VTOL but maybe not indefinite hover] (or this image shows it on water), with a payload of 500 tons.)

(Of course that assumes anyone was actually going to try to get aid into NO, instead of not merely leaving them to themselves but stopping people trying to get out on foot:
