chrislightfoot points out some of the costs of ID cards may be hidden in other schemes.
Just because Charles Clarke says he's going to cap the cost of cards doesn't mean the LSE are wrong in their estimate it will cost much more than the government suggest (Register story BBC story), just that the taxpayers will be paying in other ways.
